where is Scutari in Albania?

Strategy Guide, page 24 on Italian surrenders suggests Germans occupy Tirana and Scutari if Italy surrenders to prevent partisans rising and liberating the country. Where is Scutari?

I've not seen it happen yet so is the rule that Italy surrenders at morale 20%. Even with North Africa and half the fleet lost Italy is only 76%; does a landing on either Sicily or the mainland cause a precipitous crash in morale?

Good spot, Scutari exists in WWII: War in Europe but isn't in this game so I'll get the Guide updated. Thanks. [:)]
