DE 602 (Vichy formation) not working?

Hi,
I'm new to this version of WaW and new to Multiplayer of it as well, so I may be misunderstanding something, BUT I have played a few MP games as the Allies and the same thing keeps happening:
My Axis opponent takes Paris, while the Allies still hold Algiers, but ALL of France surrenders--the overseas territories (except, oddly enough, French Somaliland and Madagascar, which remain Allied and keep their units).
Am I misreading the description of DE602 in the Strategy Guide, or is there some other condition that allows the Axis to get the "all of France" option without capturing Algiers?

Hi Helsingor

Is there a Axis unit within 2 hexes of Algiers when Paris falls/France surrenders?

If so then the Axis will get "All of France" and Vichy DE will not fire.

Ah...missed that extra condition. Yes indeed there was a sneaky Axis unit approaching Algiers at the time. Good to know. Thanks, Taff!

Does a naval axis unit count for this?

No it has to be a land unit (not sure if a Air unit would do?, but the ground would have to have been taken by a ground unit for a air unit to occupy the hex).
