Get the message 'can't trade with neutrals' (in current PBEM game)

I just loaded up a new 1939 game and can set up a trade OK, so not sure why it wouldn't work in the other game, will look again next turn.
The lark, signing its chirping hymn,
Soars high above the clouds;
Meanwhile, the nightingale intones
With sweet, mellifluous sounds.
Enough of Stalin, Freedom for the Ukraine !

Check the state of the country if Canada is neutral or not.
Check who to who is trading
