Oil refinery

I got a message saying a new synthetic oil refinery has come into production, nonetheless it does not show on the map.
Is this ok? It does not show in the next turn either.

The location was a flub. The message is right but I dupped copied the oil in a previous hex.

I'll fix the script. Thanks for spotting this.
