Here are the 1.03 notes to clarify the issue:

Fortifications that have a lower defense value than the terrain they are located on, will now adopt the terrain defense value + 1. Otherwise the regular Fortification defense value will apply.

No way, hehe. But yeah, sorry for the misinterpretation! My fault. Fortified swamps work nevertheless. Now that we got this out of the way, I guess everybody knows how to defend China and Russia, no need for further changes. And this is also a region where the Sovyets can benefit from their underpowered Red Hawks, especially if enemy bombers are parked in swamps.

Btw., has anyone got an overview of the changes in gameplay during the countless iterations? Iirc Bill or Hubert mentioned the effort was to high to get them into the manual.

Engineers are the way to go. I would still refund my advanced aircraft chit to buy infantry weapons on turn 1, but my next purchase will probably be an engineer

I think the starting chits for several nations, especially italy and china, gives big disadvantages for players who dont understand that they can change them from the beginning of the game. I have played a few games as Axis and Allies now, and I dont agree with the opinion that Axis are at advantage. They have a chance of winning, and that is how it should be. But if they can not beat out Russia, they loose, every time, that is my experience.
How to play the tech and begin to build units seem to be to be key for the allies. And clearly, building an engineer unit as Russia early is far more important than getting infantry tech going in my opinion. Trade land for time will always be the only possible tactic for early Russian play, and then it makes a big difference how many fortifications you have around Leningrad, Moscow and Caucasus when Germany attacks.
