Ardennes: Why is this hex not Forest in WAW?

I believe it is hills, yes? On the ground it is actually hilly forest... I guess you can kind of take your pick then?

Hill yes but no forest.

What I am saying is that in real life it is hilly forest... I think that they had to pick one for the game though. They chose hills.

I've just checked the 1939 campaign and there are two Forested Hills there, though it's true that their name appears as Hill in game.
