I hit X and it goes away, but if in another gaming session I load an ongoing game the popup appears again.

Very weird. I will just remove it. No one seemed to pay attention to it anyways when the game was released because all the answers for a quick start were in there.

Lend Lease to Russia requires Soviet convoys.
It seems the UK merchant ships cannot work for that. So it is quite crippled at the moment as only Soviets can use their very limited shipping.
