Would it be possible to only have this trigger at the end of the axis turn? The USSR has very few opportunities to counterattack early in the war, and I think this is supposed to provide an opportunity. However, when it triggers at the end of the Allied turn, the axis player simply reinforces everything, which keeps supply high for the next turn and makes it much more difficult to conduct a counterattack

It would be a slight buff to the Allies, but I think the game would be better off for it, as the USSR should get at least 1 opportunity to counterattack before late 42

A very interesting and pertinent point for discussion.

I agree that the Russians should probably be able to take advantage, to some degree, of the first winter affected German troops before they can reinforce, but this would have to be carefully considered in terms of balance, especially now that the Siberian forces are going to be beefed up a bit in the forthcoming patch. Also, the affected troops, in addition to suffering the loss of up to 2 strength points, also suffer significant morale losses too. Finally, reinforcing also lowers the experience level of the reinforced troops, so taken all together, this may be enough in terms of balance.
