Help with invasions

On Which hex does weather prevent invasions? Embarkation hex? Destination hex? Sea hexes in between port and beach?
I'm trying to invade Norway in March '40, and the beach hex is rain, the sea is heavy rain, but the port is snow. Can't seem to invade, I'm guessing b/c of the port?

when you load the ship as a transport the area clear to you will be invade space. Heavy Rain will be no go for amphibious invasions...

You can load in any weather.
You can invade only in specific weather.
