Building New Garrisons in Iraq

I can build new Garrison units in Iraq once they join the Axis but have never been able to figure out how to place them. Is that even possible?

I think new units can't be placed on Resource hexes that are at less than 3 supply. Maybe that's the issue? Is Iraq being affected by British economic sanctions in your game?
