Transports at sea

I would like to load a land unit on a transport that is at sea. Would this cost a land action?

Won't cost a land move but the transport must be in a box higher than 0 and it must drop down a box to pick up a land unit so it will cost a naval move. If you unload it same impulse then it will cost a land move obviously.
