Formation Mode can't be changed to "Fixed"

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

Formation Mode can't be changed to "Fixed"

I find that I can't change my Formation Mode to "Fixed" anymore (I use this to prevent the AI from moving a formation).

It now cycles though all the other Formation Modes, but Fixed (Manual Mode) is now notable for its absence.

Did this go away at some point? Is there another way to toggle off AI control of various formations?

Try right click on the Current Formation Order bar in Deployment Mode or Formation>General Orders bar in Game Mode.
