naval unit in port prevent bombing damage?

I thought I read something to effect that a naval unit in a port takes hits before the port itself? Is that correct, or did I read that a land unit in a resource hex takes hits before the resource?

In any event, how does one defend against Allied strategic bombers attacking/reducing Haiphong to less than 5, thus preventing export convoys?

My current understanding is that parking a transport in a port hex will prevent the port from taking damage from a strat, but the presence of other types of naval units will not have that effect. Of course, the transport may take damage, and would be very vulnerable to other types of bombers and naval units. Probably the best way to defend a port hex from strat bombers is to research AA so you can upgrade the port.
