Question about Bessarabia?

The Border rectification rules state

"RUMANIA ALLOWS THE CLAIM
If Rumania allows the claim, it stays neutral and Bessarabia becomes part of the USSR for all purposes until the USSR controls no hex in Bessarabia. At that point, Bessarabia again becomes part of Rumania."


So if Bessarabia is suppose to be part of Rumania, then I don think I should be allowed to move Hungarian units there.

Even so, under the provisions of FTC a unit "already there" is exempt. Once that hex is taken, then no Hungarians should be able to enter.
