Spain has 30 points of on map production.
However if they go to war their production is around 20. With an economy multiplier of 1.26 it should be more like 37.

The same applies to other countries.

Looks like the map production values are seriously inaccurate.
The lark, signing its chirping hymn,
Soars high above the clouds;
Meanwhile, the nightingale intones
With sweet, mellifluous sounds.
Enough of Stalin, Freedom for the Ukraine !

Yes, that probably accounts for it.
14 traded so still some missing but not too far off.
