DE 400 - Polish troops at Minsk

In a recent game in late 1942 my partisan captured Minsk. My opponent (Axis) held Orsha & Smolensk yet I was able to place two Polish Armies by Minsk. I dont recall exactly but it must be DE 400 kicked in.

Has DE 400 changed considerably from manual or is there another event that would trigger this?

I've checked the script for the Decision and it does require all three places to be in Soviet hands, and most importantly the script cannot fire before 1944, so I think something else must be happening here especially as the Polish Armies arrive by script, rather than being yours to deploy?

There are no other scripted units to arrive there that these could be confused with either, so this is a puzzle.

I'm quite sure it was a DE (400 or another). I was asked if I wanted the Polish armies and I said yes. The only city even close that I controlled was Minsk from the partisan and it was late '42.

I've only had this happen when the SU is moving west and controls all three much later in game.

I'll ask my opponent if he remembers more details, he had to back track and destroy them. I think it then rewarded him some units.

Thanks, though it's also confusing if his destroying them would then reward him with some units (presuming he is Axis?) as we don't have anything like that in the official campaigns.

Honestly the game was well in hand so I wasn't paying close attention.

The units he was rewarded could have been associated with something else.
