Why would one tech their headquarters for their limited fighting ability and do their Effectiveness counts or tech toward the land units they're fighting with?

I figured this was just a thrown together small Division with the ability to defend itself since they come in AntiTank-Assault it's a pretty nice little unit to have to plug a gap... Never asked this and I never recall seeing it in the manual.

HQs are like normal land units but they simply can't attack. You can not reinforce/upgrade them if you like. I do in my games. But if they get hit they will blow up with their 1939 tech vs a 1944 armored corps.
