USSR needs to garrison Baku

Alvaro, I am playing Axis vs AI and have done a Med campaign in 1941. I took Iraq and Persia and moved a sizeable number of Corps to the Caucasus. The USSR does not garrison Baku properly while not at war; it is oblivious of my buildup in Persia. Once the USSR declares war in 1942, I take Baku with one swift stroke. The AI then starts to move units to the area immediately, but Baku is taken. This can be easily fixed: a few garrisons guarding the Persian border should do the trick.
