Coastal Guns?

Section 7.1.1.7 in the manual refers to Coastal Guns. I have found no way to purchase them and no mention of them in the list of Decision Events. Are they included in the game?

I believe they are one of the unit types that doesn't exist in the main campaign, but can be added in custom scenarios in the editor. Like pillboxes and several flavours of artillery

This kinds reminds me my observation of armored trains; they played considerable role on the Russian and A-H fronts but are still one of the unit types that doesn't exist in the main campaign.

Although I have little idea about whether the coastal guns had an important role in WWI or not, maybe there is a reason they did not show up in the campaigns. For example in WAW (WiE as well?) only Germans have a significant number of coast guns in the campaign because of the Atlantic Wall.
No conquest without labor.
