Scorched Earth Clarification

Fury Games has now signed with Matrix Games, and we are working together on the next Strategic Command. Will use the Slitherine PBEM++ server for asynchronous multi-player.

Scorched Earth Clarification

In the update documentation it has this:

USSR scorched earth settings changed from 30->70%. to 30->50% for Settlements, Towns and Fortified Towns, and from 60->80%, to 40->60% for all Cities, Major Cities, Capitals and Major Capitals.

I couldn't find anything in the manual about scorched earth. Can anyone clarify what the above means? Thanks.

Temporary loss of resource strength for a newly captured location. On the Russian front it mimics fairly well the need for the Germans to upgrade/convert the rail network.
