Rail Movement

Has the map changed in regards to rail movement I seem to have trouble now moving units by rail. In France and moving back to Russia. Some units I can move some cannot.

No partiasin. I wonder if I corrupted the map somehow for it is an edited map. though I didn't do anything in France
