Gibraltar Possible Bug

While running the game against the AI into 1944 so I could take a look at how the VP system worked, I ran into this odd occurance.

I had moved US troops into Spain to retake Gibraltar. Before I got around to attacking the Germans defending it the British took the last remaining city in Germany so Germany surrendered.

However, the Russians had taken Berlin earlier. Apparently that causes all German occupied territory go to the Russians and no other Allied units can enter Russian held territory so US and British couldn't reoccupy Gibraltar.
