An event in May 9th, 1941 will trigger Germany extending rail lines in Persia from Tabriz to Yerezan. Once this occurs it will make all the ports supplied from Germany. So I stand corrected, they may not always be blue. You can see from hovering my mouse over Kuwait, it's getting its supply from Main Supply.

Yes, this is how it looks for me 90% of the time I check. Urban Port, Main Supply. Does this mean my supply lines will never extend after Baghdad. It seems my supply lines are shrinking and expanding every turn but will never extend a few hexes from Baghdad so I can never make an offensive into Syria or Palestine ?

Why does not my rail from Basra to Baghdad expand to full supply ? Does germany not convert railhexes anymore ?

Off-topic: How do you include images which are only 200 kb ? I have it hard to compress images even if I compress them online.

If Iran surrendered, supply lines extend to the borders. At least they did for me. Until then, you are on port supply and I'm guessing that's why your supply lines are shrinking and expanding. I usually use armor to cross quickly.

Why does not my rail from Basra to Baghdad expand to full supply?
It is not connected by rail. It is getting full supply from the rail connected to Bandar Shapur and its area of coverage. Basra is not connected to Bandar Shapur by rail.

Off Topic: I use Photoshop to resize my images at times. I use windows snipit to capture the images.

Also depends of partisans appear on the rail line and cut it from a main Supply Source then it'll try to take it from a port Supply Source somewhere else

Has this been changed at some point?

As far as I can tell, when Basra is in main supply (i.e. when the railway from Germany to South Persia is not interrupted), then it does not provide port supply at all. It does, however, when the railway is cut off by partisans...
