Hi Waldo. Destroyers do not really have a supply. They have an action that enables them to place mine counters. The number of counters each nation has is determined by their Naval Warfare tech level. If a destroyer is unable to place any more mines you have probably hit your counter limit. You can either sweep existing mines (damaging your own ships!) or you can research more tech.

You can place one mine, plus two per level of naval warfare, so 1/3/5 mines at lvl 0/1/2, and you cannot remove them, other than moving through and hope for an activation.
