Coastal defense units

Germany and Italy will be producing these units. Must the units be placed in Germany or Italy hex only, like other combat units, or say, a coastal hex of a captured country(France, North Africa, etc.)?

They can be placed in the controlled hex of the nation building them.

Your answer is not clear to me.
Can they be placed in other territories or nations (other than hexes of the originating Nation Germany or Italy)?
Can I place them on the coast of Axis France? Can I place them on the coast of Axis Morocco or Algeria?

ANY hex controlled by that Country can be used to place the unit. So yes if Germany controls the French coast they can place these units there.
