Unable to produce Armor

I am playing as the Central Powers and have achieved 1st Level in Armoured Warfare. I have also 1st level in Tank Development.

However, when i try to produce a tank unit, I am notified that i still need to research armoured warfare. Is there a bug? Or am i doing something wrongly?

You need 2 levels of Armoured Warfare to create a tank corps. When you max out at 4 tech levels you can have 2 counters. Each level adds +0.5 to the unit cap.

AI doesn’t seem to build armour in the games I’ve played despite researching 1-2 levels of it. Not enough MPP or a bug?

In the game I just ended, Germany had a tank corps in the build queue.

Probably not enough money, in my veteran entente game, Germany fielded one in '17, not yet rebuilt it, but in the solo German veteran game, both AI Ottoman and AH researched it to lvl2, and than had no money to field it.
