Submarine glitch

Several times now I've had a full strength submarine sitting in port, say Oslo, fully fueled (level five), then, before I move it, I move one or more submarines out of fuel back to that port. Even though I click the two low fuel submarines away (remove the checks) and leave the check for the fueled submarine, I cannot then move the fully fueled submarine.
When I restarted the turn I was able to move the single fueled submarine out of Oslo, and then move the two low fuel submarines in to Oslo.

Due to simplicity of design you need to think about how you move fleets. In your case move the subs in port out 1st, then the returning subs in port.

I already tested the other way to do it and it creates constant unnecessary or every naval group. There are also some gamey aspects players can do with this.
