Updates time effect?

To benefit from the beta patches do you need to start a new campaign or do the fixes and improvements apply to an existing game?
I guess it is the first option just want to make sure.

Updating the game never messes up a current game.... at least it shouldn't.

The latest patch, today, updated the scenarios also.

Yes an ongoing scenario is compatible with the updates so you can keep on playing it, but do the fixes/improvements of the patches apply to that ongoing scenario or do you need to restart it so they can take effect?

Scenarios are just data.
Game patches (1.00.06 etc) are the actual game interface and logic.

So when you load the game after patching it is an updated game engine. The scenario which has been played and saved as a game doesn't change.

If you get the scenario beta patches and install them it won't impact any saved games.
