Clarification re:damaged elements in TOE

I am trying to understand how damaged elements are repaired.

In the TOE of your unit status window, are the elements that are listed as damaged going to be repaired by the unit itself or are they waiting to be sent back to the pool and then replaced?

and, What factors influence the rate this occurs at?
