is it possible too make a scenario which involves two minor powers only. I'm thinking about making the Hungarian-Romanian war 1919-1921 if possible.

The editor does require at least one Major a side, as only Majors can collect income, invest in diplomacy and research etc.

From the sound of it, making Hungary and Romania Majors in the Editor seems to be the answer here?

Yes, and it might be best to take a look at Part 2 of the Manual which is devoted to making your own campaigns too.

This in particular is covered on page 257 under the heading 11.4.17. Campaign γ Edit Major Country IDs Data
