Naval O Chit - how to use it?

Situation: An HQ and 4 airplanes sit in a port. The owner of the HQ uses an O Chit and designates the port based HQ. The HQ has a 4 for the reorg value meaning that whichever sea zones any of the four planes go during naval air, there will be a total of 4 rerolls to allocate. For this scenario, all go to one sea zone.

This is not a rules question nor a debate about the old way and the new way of implementing a naval o chit.

Here is the question:
How do you designate this sea zone as eligible for rerolls? Unlike a land action, I do not see any right click designation on the plane to implement one of the 4 rerolls. I also don't see any right click option on the HQ.

Hopefully one of y'all has done this and let me know what I am missing.

IIRC I tried to play a naval O-chit awhile back, had the same problem, and concluded the 'units in a designated zone' portion does not work. I think the re-orging worked, at least in the port with the HQ.

Or - if there's a way to do it, I have yet to find the secret.

There are two different naval O-chit rules. The original rule, and a replacement optional rule. The second is definitely not implemented. Apparently the standard naval O-chit rule isn't fully coded either. I wouldn't know; I have never used a naval O-chit in my life.
I thought I knew how to play this game....

It looks a very expensive way to get some re-rolls that might make things worse.

Au contraire. The old Naval O-chit (allowing re-orgs) was not good value, but this new one can be devastating. Also a pretty good insurance policy against naval disaster. It is particularly valuable playing America in Flames.
