It's on purpose - moving HQs at full speed every turn to maximize leader roll chances and SU usage is to be discouraged :)

Morvael or anyone else: can you explain for supply modifiers the difference between MP to railhead modifier (#2) vs. movement modifier (#3)?

Description for #3 simply says 105 - MP to railhead, no less than 25. Immediate reading suggests that these two are kind of the same thing?

MP to railhead always applies and is based on the distance in MP from railhead to unit's location. The resulting multiplier comes from the table provided. Movement modifier applies to units that have moved (less than 100% of unit's initial turn MP allowance left), and is based on MP to railhead in a straight formula of 105 - MP to railhead (kicks in at 6 MP, so starts from 99, and goes down to 25 at 80 MP from railhead).

So a unit that is 23 MP to railhead and has not moved at all will have only one penalty (at the moment we're considering only those two) - 96% resupply efficiency. A unit in the same hex that has moved will have two: 96% and 82% (105-23). As all penalties are multiplied that will result in 79% resupply efficiency. Quite a difference.

Can any Soviet player check that Partisan attacks appear in the CR Battles tab and on the map when you click on the Battles icon?

In my current game they do not, but this game was started over 18 months ago, under 1.11 or whatevs.
Molotov : This we did not deserve.

Foch : This is not peace. This is a 20 year armistice.

Retreat distances of routed units in this patch is over the top. I am playing as the Soviets and I have had units rout so far that it has taken 2 to 3 weeks to get these units back to the army of corps where they routed from. I do like the idea that HQ and airbases can not be relocated out of pockets. I think I will wait to play this game again when the next patch comes out.
