Naval Intercept issues...program incorrect?

Naval Intercept issues...program incorrect?

Situation:
1. Allies moving naval units
2. weather is blizzard
3. naval units enter Cape St Vincent
4. Germans have two subs in three box, one disorganized and the other used to search this move
5. Germans roll a 1
6. MWIF states search failed because Axis needed to roll a minus one
7. this happened twice in same sea zone, but next time on a roll of two

I thought Blizzard added one to search roll meaning Axis need to roll a one or two to find the moving units. According to MWIF, search is impossible since a -1 is required.

Did you include the subs in your combat? In older version of the program there's a checkbox which you need to click when you are intercepting.

In the latest version we beta testers are using, that has been replaced by a question to make things more clear. I don't know if that's present in the latest batch Steve posted however...
