Warplan is a World War 2 simulation engine. It is a balance of realism and playability incorporating the best from 50 years of World War 2 board wargaming.
Little problem here, my sub group is blocked in harbor and I can't exit. To reproduce the problem, follow the below instructions.
In my game versus AI, I have three sub groups at sea.

Since one of them has one more operation point than the two other ones, I have decided to take one group back to harbor for supply.

I am ending the turn and I am going back to select my sub group in the harbor. No problem I can exit the harbor. There is no issue until now.

But, now, I am deciding to leave the U-8 SS sub group at port. Instead, I am bringing back another sub group in the harbor.

There are now two sub groups in the harbor in the same stack. Normal.

Now, unselect all subs and select the U-8 SS sub group only, you must be able to exit the harbor for another patrol.
You just can't. The interface prevents you to exit the port.

Currently by design. You have to move the naval units out before moving units in or they all cannot move.
I personally use different ports whenever possible for leaving port and arriving back in port.
BTW - I wish it didn't work that way and you were allowed to move a naval unit as long as the operational points had not been used. Fingers crossed that changes with Pacific.

Wow, thank you i didn't know. A bit counter-intuitive, hope this can be enhanced yes.

Sorry but this is not logical. Why this unit is able to exit the harbor while an unit that has moved is already back?

I noticed I have the same issue. Moving naval units around with the U.K., I move a unit back into port and then select naval units in port that had not been moved, yet I can do nothing with them. Of course only selecting the unmoved units so it isn't that I am trying to move the naval units again that I already moved in that turn with the other unmoved naval units. Odd thing this.
