Can anyone explain oil maintenance?

Start new game '39 as Axis, do nothing.

How are the numbers for oil maintenance derived, 6 for Italy, (don't remember for Axis)?

For me, the description in the manual is murky at best.

From the manual, page 70:
Oil Maintenance – All units require oil to keep them in. If no oil
is available for an oil unit, the units do not get the base recovery
for effectiveness but do get the supply level and headquarters
effectiveness recovery. For land, air, and naval units in port, 1 oil
stockpile of maintenance is used for every 10 units/naval groups
on the map.
For naval units not in port the naval group’s oil use
factor is used keep them at sea. Keeping naval units at sea is very
expensive. Units on a map supply level 9 do not use oil as they
get supplies directly from the train. Oil maintenance reflects trucks
driving supplies to the units from the rail.
Oil Use In Combat – Oil dependent units also

In the case of Italy, it begins the game with a sizable navy, which makes up the majority of its oil maintenance costs.

I count 12 Italian naval forces. That would cost 2 oil by what you quoted.

Again, how do we get to 6.

Also, in the bold sentence above, what do land and air units in a port have to do with anything?

Are you speaking of the 6 value for oil Upkeep in the Production screen?

The manual is wrong and I forgot to update it. It should be 3 units per oil. This why Italy is using 6.

I'll correct the 1.00.06 document and upload it in pdf format today.

Did I miscount Italian naval forces, if it's 12, then 1/3 of 12 is 4... I still can't get to 6.

@ncc1701e- That discussion mainly tells me that the Oil Maintenance section of the manual is a mess.

It can be interpreted in multiple conflicting ways. [&:]

It needs better punctuation, needs to be unpacked with more expansive explanations of the different cases, and needs examples (like showing how it accounts for the initial scenario conditions.

Could you clarify as to whether all units need oil maintenance, or all oil-dependant units need oil maintenance? I'm guessing the latter, but the wording of the manual suggests the former. "All units require oil to keep them in" on page 70 is also a bit vague (keep them in what? is there a phrase that was omitted?)

True that I did not go yet in this level of detail as long as I have oil.

Will do few tests after reading the new manual. [;)]

Hopefully this helps, here is how 6 oil is calculated in the opening 1939 Scenario.
Note: The units off rail oil use is trucks delivering supplies to them.

For simpletons such as myself, may I suggest adding/changing just a few more words, and perhaps a comma or two.

(and sorry if this is totally exasperating!)-

Each land unit, air unit, or naval unit in a port, and NOT on a map level 9 supply, consumes....
