Looks like plastic sheets held in place by large clips.
I would cut plastic sheets into a size that would accommodate a map. Then if there were four maps they would all fit together nicely. For games with more than four maps it would sometimes be necessary to custom cut a plastic sheep for each map. I then cut 1/8" masonite board the same size as the plastic sheets. The maps would fit between the plastic and the masonite. To hold the plastic and masonite together I would use strips of plastic that is used to hold cheap wall paneling together. This was so I could slide the map portions into a cabinet I built that could hold up to 20 separate map sections complete with deployed counters. So I could have several games going at once and simply pull out the one I wanted and piece it together on the table. Ah, those were the days. [:D]
