In my current game.

Seriously... all Axis units in the Paris weather zone taking a 10% effectiveness hit at the end of April?

Even if snow happens in April we're talking less than an inch.

Plus, the 10% hit will take 3+ turns for units that were initially over 90% effective.

Three turns to recover per each turn of weather seems excessive! [8|]

It's snow. Armies tended to not attack in snow and blizzard. If you are upset now wait till the Russian winter.

Soldiers don't fight well in the snow. It's cold and their bodies are put through extremes. Try and run around in freezing rain with an 80 lb backpack.

I don't believe April in Paris has ever seen the type of snow that reduces a unit's effectiveness by 50% more than engaging the enemy (10% vs. 6%)! [X(]

Snow also means very cold. Doesn't mean it is necessarily snowing.

Not that I am complaining, but he has a bit of a point. Here is a historical trend. Funny, how actual data starts in June.

April is 46-62f
March is 42-55f

The weather is an average. It also doesn't rain much.

And just saying "it's cold" isn't sexy.

I can't comprehend that two weeks spent in weather at the range 46-62f is 50% worse than two weeks of combat with respect to effectiveness.

Ouch Fahrenheit. Historically the offensive started in May. I think it's fine as is.
