Fixed neutral countries lighting up convoy menu item

Can't turn it off now. All escorts are assigning. I do not know what to do.

Did you change anything in 1.00.7U4? Now the convoy icon is OFF even if there are unassigned escorts. I am confused. What is the expected behaviour?
