Can seaplanes operate from water?

Greetings,

Is there a way to get seaplanes to operate from water? Even if not from anywhere, is there a seaplane base facility that can be placed on the water?
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.

Probably just the mobile offshore base [battle island] ship #2755 as it contains a normal\land runway in it.

Yeah they actually need a runway in game, offshore base is a good solution but all AC can use that so a house rule would be needed. Lacks a bit of the flexibility that is inherent with amphibians as well but it will work.

Seaplane Base could be added as a new type / aircraft trait ( along with amphibious perhaps ? ) and the base would act like a normal port/airbase but would only accept float/amphib and small boats.
