Why are these destroyers not getting supply?

No sorry I forgot. I'll check next turn, I left the fleet there on purpose.

Ports size 5+ resupply all ships
4 or less supply only up to their port size. That's what it says in the manual, anyway.

If I remember well, Benghazi is level 4.

Well shouldn't the one that has 0 supply get some before those that already have 3?

It maxes the fleet no matter what. Major ports need to have an advantage in game so they are important. That's why it is done this way.
