Bug - Rangoon not captured

This port stays allied even though I have a Germany unit there. I moved the unit off and onto the port several times but stays allied. This is screwing up my game as it's the only access to SE Asia with the 1.6 AVL bug.

If this is from a PBEM++ game, can you send me a screenshot? If it is from an AI game, can you send me the saved game in question?
