Zone of Control prohibits movement in own hinterland territory?

Hi guys,
hope this has not been asked before.
I am wondering about the strange ZoC indication.
The german corps south of Mannheim wants to leave its hex.
Why would it be prohibited by ZoC to reach either of the indicated hexes with the red circle?
Am I missing something or is this a bug?
BTW, this is SC3 - War in Europe V1.17.01.
