Question about river combat modifier

Question about river combat modifier

Does the -50% combat modifier for attacking across a rivers only apply to the unit that is attacking across the river? i.e if there are other units not attacking across the river, adding a unit that would be attacking across the river is still going to improve the odds of the overall attack, not worsen it?

Only for the units attacking across the river yes.
