When I build a new HQ will it come with a General or will I have to buy one with Command Points when it deploys?

You get nothing, just the default "subordinate" nobody and you have to buy a good general. So keep that in mind with your planning. Don't spend down all your command points switching out a good commander for a present HQ and then build one and have nothing ready.
