Russia not surrendering

Playing a PBEM match with 1.06.01 and I control Moscow, Leningrad, Stalingrad, Kubychew and Perm and Russia does not surrender. What else am I missing?

Kill more Russians.

Even after all the capitals are captured, there's still a chance Russia won't surrender. That chance is directly proportional to the number of units still alive. The more units you destroy the sooner they will surrender. [8D]

Majors have a 3% chance per unit, to not surrender, so if SU has 34 unit, they will not surrender, and even with 20 units, they have over 60% chance to just say no, to you demands. In most case, this is irrelevant, but SU can have insane amount of units, so they can stay in war for several turn.
