Red and Blue triangles on Air unit counters; what is the difference?

The red triangle was a late addition in the last patch 1.00.06 I think.
The blue triangle is seen at the beginning of page 62 in the manual but it is true it is not well explained.

The air units are a pain to mod because of all the unmovable counter information. You have to work around them.
