Can I turn off pirate respawns after I start the game?

I don't believe so.

If I recall correctly, pirates will only spawn over unoccupied fuel sources, so if you can put mines over all the nearby caslon and hydrogen sources you might be able to block them from spawning in your core territory.

Yes. In the last version of the Bacon mod I added:

Pirate Respawn commands: The command !piraterespawn will toggle the game setting allowing or forbidding the creation of new pirate empires during the game. You can also use the command !respawnpiratesnow to generate new pirates immediately if the current number of pirates is below the number specified in the game setup.

Awesome! Is there a way I can load the mod, disable pirate respawns, then go back to vanilla?

Yes. Copy teh Bacon mod's executable over, run teh game and make the change, save and exit and then restore the original exe.
