troop rail for riussians

i see this rail reserve starts at 10%. is there a way to increase amount of rr for troop movement?

Is a higher % = more rr for troop transport

Yes. You can click the 10% to move it up or down. 1 AP per percentage. I shot it up to 20% on turn 1, giving 50,000 on turn 2. Once June hits your rail supply will stabilize from ~42% from June maluses to ~90%. Not sure after more units come in, though.

So I'm running version 1.12.04, I see how it now restricts rail capacity for troop movements for Russians (ouch). ... But I don't see where I go to change this "10%' number? On what screen and how do I get to it to change the 10% reserve for troop movement?
