You van embark and move. You can't move and then embark which is what you have done here

Nope, 5 moves left, paratrooper never moved. Naval units sailed into port then left

Yes it is. But in this case it is a land unit that has not moved. It should NOT be effected by this restriction. Also this would be a real problem in the Pacific.

Agree, I would like this to change myself and before Pacific.
