Convoy route to Russia?

I set up a convoy to Russia from UK/US and this happens. Why is Soviet the merchant marine used?

OK next turn the Allies fill in the missing merchants.

Still a bit odd and very hard to see how many merchants are actually needed.

The convoy system is complex. If I was smart I'd make it an abstract pool. But nooooo I had to make it more realistic and give headaches to myself.
